The suburbs of high-speed urbanized areas in China are the most active areas of urbanization, but also the most intense place of social conflict The emergence of this problem is not the inevitable result of urbanization, it is rooted in a passive nature in China's urbanization process. In this paper, passive urbanization is defined firstly. then based on the empirical research of Wuxing Areas in Changsha, this paper gives the interpretation of the external characteristics from population, land, occupation and awareness of these four aspects. Finally it analyzed the forming mechanism of China's passive urbanization.
